Construction Leadership Council confirms the industry’s digital goals for 2026
Progressing the digitalisation of the planning and building control system is one of the Construction Leadership Council’s (CLC) digital and data targets this year. It also wants nima to drive adoption of the Information Management Initiative (IMI).

The targets are revealed in the CLC’s biennial report, which breaks down the achievements of its various workstreams in 2025 and their aims for the future.
Under the Digitalising Planning and Building Control workstream, the objectives are to refocus efforts on progressing the digitalisation of the planning and building control systems, in partnership with the Ministry for Housing, Communities & Local Government and wider industry stakeholders. This will include encouraging industry – and particularly public sector clients – to demand and drive adoption of existing digital planning tools and platforms.
The workstream also plans to continue acceleration of the roll-out and industry adoption of the IMI, with a focus on marketing and SME and micro-business support. Nima needs to reach 150 organisations signing the IMI Call for Action, 50 establishing a compliant mandate, and 50 taking their first steps in implementation.
Furthermore, the workstream plans to build on the establishment of Construct AI, securing 100 organisations as members and exploring funding opportunities for a new industry AI Lab.
The CLC’s People and Skills workstream will “continue the 2025 focus on future skills, in particular the growing digital agenda and its impact on occupational roles, pathways and standards”. The workstream aims to convene industry around the challenge of “how we design and implement a digital skills passporting eco-system for the built environment – responding to the need for more robust personal competence mapping and aiding the ability to discharge future regulatory requirements”.
